is it mandatory to post about project here?, and also judges actually visit and try deployed application or they just run locally if they find product useful/ PMF..

Posting here isn’t mandatory and the forum is just a place to share what you’ve built and ask questions. Your official submission is what counts for judging.
As for reviewing: the team does try out the deployed apps, so make sure your live link works and is easy to follow. Good luck!

Now that Guild appears retired (it redirects here to community.zama.org), is my forum topic the official submission for the Developer Program, or is there a separate application form/step I should complete? My project is Kaddu — confidential voting on fhEVM, deployed on Sepolia, with a 3-min video in the topic. Thanks!
there was a form on the official blog you could have submitted through, that serves as your official submission, i think if you submitted every detail there you should be good to go, just go to the zama blogposts you’ll find the one where the season3 was announced the links to submit for each track was placed there
